Cannes is a city located in the French Riviera, in the Alpes-Maritimes. Like every other place, it has its own pros and cons.
Pros: the mountains, the sea, and all the related activities already come with Cannes. Basically, you can eat your breakfast at a seaside café, then drive to the mountain for a day of skiing or hiking. Culturally and culinary, it's France with a hint of Italy. Lots of expats from pretty much everywhere, no problem to find English-speaking people (although we French are sometimes hesitant to speak English, essentially because of a lack of confidence). Easy to travel all around the Mediterranean and there's an international airport in Nice (20km from Sophia). So it is very easy to get in and out of Cannes.
Cons: The traffic is often congested on the coastal urban area, especially during tourist season (May to September). You'll need to buy a car if you want to enjoy the perks of the region. Rents and high. It is also not possible to live in Cannes without a car and a highly sufficient income. If you don’t have them, you don’t have Cannes as Cannes.
Different people have a different way of living, So I guess it can be good or bad depending on your personal taste and will to adapt.
