You do not need tomatoes at all.
According to Italian wikipedia:
Alla marinara … indicates a type of cooking which involves the use of aromatic herbs from the Mediterranean area such as basil and oregano, sometimes also olives, capers and salted anchovies; usually these ingredients are accompanied with tomato sauce, but it is not an obligatory ingredient
Often, a preparation “alla marinara” involves seafood.
