When it comes to the number of sites, the winner is most probably Greece (most people are not aware that the ruins they see in Athens and in other places, are in fact Roman).

When it comes to quality, the winner is France.

Let’s start with temples.

Vienne

Nîmes

Now, theatres.

Lyon

Arles

Orange - is there one which is better preserved?

Now, amphitheatres.

Frejus

Arles

Nîmes - again the best-preserved in the world

Monuments

St. Remy

Orange

Vienne

La Turbie

Aquaeducts

Frejus

Pont du Gard

And there is more - Vaison la Romaine, Glanum…
