Vietnam has both higher GDP and higher GDP per capita than the Philippines. So statistically Vietnam is a richer country.
Albeit Vietnam isn’t leading by much and has a long way to go. The statistics of both countries are frankly too embarrassing to be posted.
As a Vietnamese, I’m not proud of the GDP figure, but I understand this is a process Vietnam must go through.
With the size and population of Vietnam, it must achieve at least a USD $2 Trillion economy before any Vietnamese can celebrate.
From personal experience, the Philippines do not look more modern than Vietnam. The Philippines have some planned modern districts such as BGC and Makati, but so does Vietnam.
Both countries still have rundown areas that need to be fixed.

One thing that holds the Philippines back is food security. Poor people in the Philippines are forced to eat from garbage or eat extremely unhealthy food, deep fried in old oil with no nutritional value. While the poor in Vietnam still have access to relatively healthy and fresh food.
A very cheap meal in Vietnam still contains fresh, unprocessed food.
But in the Philippines, it’s often fast food reprocessed.
Due to a lack of competition, food and restaurants in general are much more expensive in the Philippines than Vietnam.
