You'd be surprised to hear that it's actually not because there are more cars on the road. I've been to many countries, and I can tell you what the problem is:
1. Most roads in Manila are single lane or maybe 2 lanes. Way too narrow
2. Buses and jeeps (trikes also) that stop wherever and whenever, blocking traffic because they selfishly want to stop so everyone else has to wait
3. Left turns where people block traffic behind them while waiting to turn
4. No traffic signals, so intersections are complete chaos
5. Most roads are actually not open for driving. Big private subdivisions turn roads into blocked off areas. So everyone is forced onto just a few roads creating traffic
6. The road layout is a nightmare. Getting anywhere is a logistical hell. Philippines roads have no planning and just put anywhere in random patterns. You don't have this problem in other countries with, say, a grid layout where multiple roads can take you to the sane place
7. Lack of highways/highway access. Just recently the nlex slex connector was completed. Even then, stopping everyone to collect tolls when you enter and then again as you exit is ridiculous and causes traffic
8. Lawless driving ( not usually in Manila but in other areas ) where people drive on the wrong side of the road, cut into traffic without any regard for others, motorbikes squeeze in and force their way ahead of everyone else
9. Roads from hell: ( outside of Manila for the most part ) roads that suddenly end or disappear. Roads that turn from cement / asphalt to dirt and rocks.
