What are the common problems that you as a motorist face with the implementation of the No-Contact Apprehension Policy in Metro Manila?

NCAP has been suspended for the time being. However, there are significant issues relating to road markings, signage and application of the law, which would make NCAP difficult to justify.

For example, an emergency vehicle is caught up at red lights behind you. You attempt to make way only to cross into the road junction, where you get caught by NCAP. The emergency vehicle is not in the picture and so you get a fine.

For example, road markings are so faded or so confusing after multiple different schemes that it is not clear which lane you can be in - this could be solved with a rigorous approach to keeping markings relevant, but it’s not clear and you inadvertently end up in a left turn only lane but go straight over.

For example, signage for the correct route is some 150meters after the junction is started because cones and barriers have been placed. You cannot know the right lane until you are already in the wrong one.

For example, road signs are not illuminated and at night you have no chance of knowing where you should position yourself…

For example, PUV cuts you off and you swerve to avoid a collision, but in so doing you end up on a crosswalk.

For example, an over-cautious driver turns left and slows to a crawl whilst doing so, during which you’ve moved up ready to follow. The light changes to red and your sat on a crosswalk. The cautious driver continues over the junction, but you’re sat with a violation because of their inconsiderate driving.

For example, road is in poor condition and to avoid damaging your car you swerve to avoid a pothole, but doing so takes you across a lane.

For example, a road sign points your direction to the left, but there is also a no left turn sign - which do you follow?

For example, in heavy rain motorcyclists stop in the left lane under the skyway to shelter, but prevent you from being able to get into the left turn lane correctly. You have to cross lanes much nearer the junction which is a violation.

For example, a motorcycle moves up your inside as you’re attempting to turn right, forcing you to change your line and putting you into the wrong lane. You get caught for the violation but there is no sign of the bike.

The number of possible problems grows all the time. I am in favour of NCAP but only if it is applied with due care and consideration. All motorists should have dashcams as well!

And yes, all of these are real examples that I have personally experienced.
