Kung maalala ninyo, noong panahon ni Digong, maraming suhestiyon si former VP Leni ukol sa pagsugpo sa problema sa droga. Ngayon niya patunayan na siya ang sagot sa problemang eto. Gawin niyang pilot program ng Portugal style ang Naga city.
Let us remind Leni Robredo's suggested solutions to the drug problem way back when she was appointed as ICAD co-chair during the Duterte administration. Now that she is already the executive government official of Naga city, she should implement her following suggestions:
A. Shifting Strategy and Leadership
1. End "Oplan Tokhang": Robredo called for the scrapping of "Oplan Tokhang" due to its association with killings and lack of clear operational guidelines, which opened the door to abuses. She recommended entrusting house visits to local institutions with clear rules on police involvement.
2. Target High-Value Operators: She noted a disproportionate focus on street-level enforcement and low-level pushers, recommending a shift of resources and attention to arresting high-value targets and dismantling large domestic and international drug networks.
3. DDB as ICAD Chair: Robredo proposed amending the Executive Order to make the Dangerous Drugs Board (DDB), the policy-making body, the chair of ICAD instead of the Philippine Drug Enforcement Agency (PDEA), to ensure a more balanced and comprehensive approach (prevention, rehabilitation, and enforcement).
B. Data and Accountability
1. Establish Reliable Baseline Data: She highlighted the lack of a common, reliable database on the actual number of drug dependents and called for the creation of an evidence-based system to track individuals after surrender or arrest.
2. Mandatory Use of Body Cameras: Robredo recommended the mandatory use of body cameras for all anti-illegal drug operations to ensure transparency, protect police from false accusations, and establish liability in cases of abuse.
3. Public Accountability: She suggested that the ICAD task force regularly submit public quarterly reports to ensure accountability.

3. Remove Fear Factor in Rehabilitation: She recommended removing the requirement for law enforcement agencies to maintain lists of individuals undergoing CBDR, as this led to fear and unwillingness to seek help.
4. Separate Users from Pushers: She suggested a system to distinguish between users and pushers during processing to direct them to appropriate interventions.
D. Systemic Reforms
1. Empower the Anti-Money Laundering Council (AMLC): Robredo proposed allowing the AMLC to directly prosecute drug-related money laundering offenders to target the financial aspect of the illegal drug trade.
2. Include Civil Society and LGUs: She recommended including representatives from civil society groups and local government units in ICAD discussions to enrich policy and multiply the reach of interventions.
3. Improve Border Security: She urged the deployment of high-powered X-ray machines and K-9 units in all airports and seaports to detect smuggled drugs.
4. Tie to Anti-Poverty Programs: Robredo stressed instituting evidence-based prevention programs in schools and communities that are linked to anti-poverty initiatives, addressing root causes of the drug problem.
Bakit po natin binabalikan-tanaw ang mga suhestiyong eto ni madam Leni? Simple lang, gumawa siya ng kanyang sariling Inter-Agency Committee on Anti-Illegal Drugs (ICAD) sa Naga city. Baka naman kahit man kalahati sa mga suhestyon niya ay maging epektibo sa pagsugpo ng lumalalang problema sa droga sa lugar niya.
