First of all, I would like to say that I am not a professor or someone incredibly smart nor have a intensively researched this topic. I am however a citizen of the Philippines. I can only cite what I know or what I think I know and share a few of my ideas to answer your question.
I have live my whole life of 20 yrs in the Philippines and have encountered countless storms and typhoons and we (my family) haven't been affected as much (as shown by the media) because those mostly affected are --sad to say -- the poor. They are mostly those referred to as "informal settlers". Im not saying only that the middle class or the rich were not affected at all but majority or maybe 70% of those greatly affected are of the less fortunate. << I might get hate on this but this is what I noticed..
However everyone in the Philippines is also affected by FLOODING. This is because we are below sea level? A lot of major roads that were built decades ago are lower so we encounter a lot of flooding. We also have poor sewage system? most of them are clogged with trash because of littering. Flooding also differs depending on where you live. My parents bought a house ensuring that our area is a higher area and we rarely get flooded.
