Japanese people living in Thailand have all tried to make sushi with Thai rice, which is similar to basmati rice, and all have failed.
What we do know is that Thai rice is not sticky, so it is not suitable for nigirizushi or nori-maki, which are small pieces of rice.
So the sushi they are trying to make is chirashi sushi, sushi that doesn't need to be put together.
However, there is a difficulty with Thai rice: the more expensive the rice is, the more it has a distinctive Thai flavor that does not mix well with Japanese cuisine.
Similarly, to make chirashi sushi with basmati rice, you need to choose ingredients that are compatible with basmati rice. It may end up being something similar to and different from sushi.
To accomplish this would require the skill of a cook who knows both the essence of sushi and the characteristics of basmati rice. I don't think there are many such people in this world.
