A2A - Because by "buying" those one-dollar houses you are legally committed to a costly renovation. And some of these houses aren't houses but flats in run-down condos in run-down areas.
It is not necessarily a bad business. I say it could be a good investment, and sometimes the location is pretty. But none is giving away one dollar houses, or there would be no squatters in Italy (there are many indeed).
People who live abroad and are interested in the one-dollar house deal, in my opinion should give a proxy to local professionals of real estate, who would take care of both renovation and utilities. On top of the costs of renovation you would have a fee, but you are sure of the good resolution.
