That's because of the people, their culture, and the way they think. Filipinos don't AIM excellence for anything. They're only excellent at lying, and scamming. That's because of their inner survival mentality. There's no notions of trying to improve the Philippines. Filipinos never feel responsible for anything. They either rely on other countries or rely on their government, and their government relies on the United States to protect them from China. Douglas MacArthur said that Filipinos can't be managed by Filipinos. The results are chaotic. They need to be managed by other countries. Especially from white people, which they respect, and trust much more. The worst thing that ever happened to the Philippines is its official independence. That the the beginning of the end. Filipinos are lazy by nature, and unable to take smart decisions. They still repeat the same stupid mistakes and nonsense shenanigans since decades without even realizing that they're completely wrong.
