Unsafe in what aspect?
Crime? Well, maybe if you flaunt your jewelry, expensive phone, watch or what not in the streets and do not take precaution, you might run the risk of your device or jewelry getting snatched. Mind, it's not only in the Philippines that you would encounter this. Any developing or developed country (except with those exceptional low crime stat countries) always have this risk.
Natural calamities? The Philippines is a typhoon alley, but rarely anyone dies of a typhoon unless you're really risking it. Earthquakes on the other hand is uncommon but usually not catastrophic. No modern buildings I know of even in Metro Manila has been damaged or worse got demolished because of an earthquake.
Accidents in resorts, amusement parks and/or amenities? I've rarely heard of anyone dying from taking adventurous trips. It's more of isolated cases as far as I can tell.
Generally, the Philippines is safe but remember safety is always up to you. Practicing constant vigilance and common sense, are the primary shields you have to ensure your safety, anywhere.
OP: Is Manila (Philippines) considered unsafe for tourists and expats compared to other Southeast Asian countries like Thailand or Vietnam?
